This Award can only be issued by the UK Chief Volunteer, Chief Volunteers, UK Lead Volunteers, Regional Commissioners (England and Wales), County/Area/Island/Region (Scotland) Commissioners, District Commissioners and Youth Commissioners.
No other Team Member can award a Commissioner's Commendation
