As per the POR Autumn 2024 edition: The Commendation Award can only be issued by the UK Chief Volunteer, Country Chief Volunteers, County Lead Volunteers, District Lead Volunteers and Youth Leads at their discretion
No other Team Members can award a Commendation Award.
