As per the POR Autumn 2024 edition: The Commendation Award must only be issued by the UK Chief Volunteer, Country Chief Volunteers, County Lead Volunteers, District Lead Volunteers and Youth Leads at their discretion.
This means that Group Lead Volunteers cannot award a Commendation Award.
